A four unitary council proposal

Hampshire County Council and East Hampshire District Council developed their own proposal which was also submitted to government in September.

Their proposal is for three larger new unitary councils on the mainland, keeping the Isle of Wight separate. Four in total.

In this option, each proposed new council has a population of between 533,000 people and 707,000 people.
